					<description><![CDATA[The choice of public, private or community sector for recycling might have more to do with lazy procurement than any attempt at assessing the strengths of each. The easiest option is to give contracts for large mixed waste streams to big companies that local waste management staff have known for years. This is the same reason every country still invests vastly more in future disposal than future waste avoidance. 

The article seems to equate waste minimisation, recycling and recovery. Good to clarify that clever waste minimisation can eliminate waste that would need future recycling?  

Taxes have been consistently proposed and piloted for decades as a green economy tool. We have fuel taxes with huge revenues addicting governments to fossil dependence. We have landfill taxes providing no incentive for product producers to cut waste but big incentives for incineration business. And we have plastic bag taxes that attract huge attention while making no real difference to plastic waste.
